# FOIA Request Template: Federal Contracting Data Transparency (Vance Task Force / SAM.gov / USASpending)

## Request

Pursuant to the Freedom of Information Act, 5 U.S.C. § 552, I request the following records:

### 1. Publication of SAM.gov Physical Address Validation Status
Any current or planned policy, guidance, or technical specification regarding the public release of SAM.gov entity “physical address validation” status (Passed / Failed / Pending / Unknown) as a searchable or downloadable field for active entities.

### 2. USASpending Data Completeness
- Documentation explaining why Recipient Address, Place of Performance address, and related validation fields are frequently returned as NULL in the `spending_by_award` API and bulk downloads.
- Any internal assessments, data quality reports, or roadmaps addressing the completeness of recipient and place-of-performance location data.

### 3. White House Anti-Fraud Task Force (JD Vance, April 2026 announcement)
Aggregated, non-identifiable data from the review that identified approximately 392 entities and 895 contracts totaling approximately $6.3 billion, specifically:
- Number of flagged entities by awarding agency (or top-tier agency).
- Total obligated dollar amount associated with entities that failed SAM.gov physical address validation.
- High-level summary statistics on the categories of red flags observed (e.g., PO Box/virtual office, location mismatch, etc.), without naming individual vendors or contracts.

### 4. Reform Recommendations or Implementation Plans
Any documents discussing recommendations to make SAM.gov physical address validation status and complete USASpending location fields publicly available and machine-readable.

## Scope and Limitations

- **Time period:** Records created or modified between January 1, 2024 and the date of this request.
- **Format preference:** Electronic records (PDF, CSV, or native formats). I am happy to accept a rolling production.
- **Fee waiver request:** This request is made in the public interest. The information will contribute to public understanding of federal contracting transparency and oversight mechanisms. I am not seeking the information for commercial purposes. I request a waiver or reduction of fees.

- This template is narrowly tailored to **aggregated statistics and policy/process records**. It does **not** request names of individual vendors, specific contract numbers, or any information that would compromise active investigations or reveal personal data.
- Primary addressee: GSA FOIA (primary custodian of SAM.gov and significant USASpending contributor). Consider also submitting to OMB and any White House component that may have coordinated the Task Force review.
- You may wish to reference the April 2026 public statements regarding the White House Anti-Fraud Task Force findings of $6.3 billion / 392 entities / 895 contracts.
